Certificate of no criminal record in Ukraine: what you need to know

Ukrainian law provides two types of certificate concerning criminal prosecution, the presence or absence of a criminal record, or restrictions under the criminal procedure legislation of Ukraine — the so-called “abbreviated” and “full” certificates.

  • The abbreviated certificate is the one clients request most often: it contains only information on whether the person has a criminal record at the time the certificate is issued.
  • The full certificate additionally shows whether the person was previously convicted with the record later expunged or cancelled, and whether the person is subject to any restrictions under Ukrainian criminal procedure legislation.

Obtaining the certificate with an apostille — UAH 2,500 per document

For your certificate to be accepted within Ukraine, presenting the original document is sufficient. However, for it to be valid in the member states of the 1961 Hague Convention, an apostille must be affixed. The apostille is placed by the Ministry of Foreign Affairs on the back of the certificate.

Notarized translation of the certificate — from UAH 570

Foreign institutions usually require the certificate with an apostille and a certified translation into their official language. It is better to order the translation and notarization from one company rather than going to a translation agency first and then to a notary separately: the notary certifies only the signature of a translator registered in their register. Certification confirms either that a copy matches the original document or the qualifications of the translator who performed the translation. There are several ways to certify a criminal record clearance certificate.

Notarized copy of the certificate — UAH 300 per document (up to 10 pages)

Certification of document copies in Ukraine is governed by Articles 75–78 of the Law of Ukraine “On Notaries”. A notarized copy is a photocopy of the original bearing the notary’s official seal, signature, and stamp, confirming that the copy matches the original. In most cases, a notarized copy has the same legal force as the original document.

Please note that a notary may refuse to certify a copy if the original contains erasures, corrections, or added text. This requirement of the Ministry of Justice aims to prevent fraud and document forgery.

Certification with the translation agency’s stamp — UAH 100 per document

This is the fastest and most economical option. It includes our agency’s stamp, the translator’s name, diploma number, and contact details. Agency certification does not replace notarization, but it is sufficient for many purposes — universities, non-governmental institutions, and immigration processes in some countries.

Certification of the translator’s signature — UAH 400 per document

To give a translation official status, it must be notarized. The notary verifies the translator’s diploma and certifies their signature on the document. The translation is attached to the original or a copy of the certificate, a notarial inscription is made on the back of the last page, and the document is sealed with the signatures of the translator and the notary and the official state seal.

This type of certification is required for official use of the translation in Ukraine and, in many cases, abroad — requirements vary by country and institution, so it is essential to check them in advance.

Bilingual notarial certification — UAH 400 per document

The notary certifies the translator’s signature (and, if needed, the copy of the certificate), and the certification text is written in Ukrainian and duplicated in the target language. We recommend this option for certificates that will be submitted abroad: the notarial inscription will be understandable to foreign institutions.

The wording of the notarial inscription is established by the Ministry of Justice of Ukraine: the Ukrainian text is mandatory, while the duplication in the target language is added at the client’s request.

Can I get a certificate of no criminal record online by myself?

Yes, you can currently obtain a criminal record certificate yourself through the Diia app. However, this document is only available in electronic form and cannot be apostilled. It therefore cannot be submitted to most official bodies abroad, which require the original document with an apostille and a certified translation.

Do I need to provide original documents or come in person?

Under the Order of the Ministry of Internal Affairs, any person aged 14 or older has the right to receive information about themselves from the personal reference records. If a representative applies on your behalf, they need their own passport, the original and a copy of the power of attorney, an application, and a copy of your identity document. Ukrainian citizens present one of the following: a copy of the internal passport, a copy of the international passport, or a birth certificate.
