Foreign documents in Ukraine

How to legalize and translate documents issued abroad for use in Ukraine: registry offices, banks, courts, notaries.

A foreign document’s journey into Ukraine

  1. 1Issue — the original, or a properly certified copy, issued by an authority in the country of origin.
  2. 2Apostille or legalization — the stamp can only be applied in the issuing country — Ukraine cannot apostille a foreign document. Documents from countries outside the Hague Convention need consular legalization.
  3. 3Translation into Ukrainian — done in Ukraine, covering the apostille stamp and every seal on the document.
  4. 4Notarization — registry offices, courts, banks, and notaries accept translations certified by a Ukrainian notary.
  5. 5Submission — registry office, bank, court, notary, or migration service — confirm the formal requirements in writing beforehand.

Where to start

If you know the document’s country of origin, open its page in Countries we work with: it explains how documents from that country are processed.

If you only know the document, use the document and process index above — each term leads to the articles on that topic.

Common situations

Inheritance or property abroad

Powers of attorney and statements for use abroad are notarized with a translation — and foreign powers of attorney are legalized for Ukraine.

Power of attorney for use abroad

Documents for a Ukrainian notary

Foreign certificates, court decisions, and powers of attorney are accepted only with a notarized Ukrainian translation.

Notarized translation

Marrying a foreigner in Ukraine

The registry office asks for the foreigner’s legalized proof of marital status with a notarized translation.

Personal document translation

A foreign company doing business

Charters, registry extracts, and contracts for a bank or the state registrar call for legally precise translation.

Legal translation

The golden rule: a foreign document is apostilled in the country that issued it. If the document is already in Ukraine without the stamp, it is arranged through a consulate or an authorized person abroad — no translation can substitute for it.

The good news: once the apostille is in place, the translation and notarization can be done in any country. A document apostilled abroad is safely translated and certified in Kyiv — together with every seal and the apostille stamp itself.

And don’t rely on “general rules”: a registry office, a bank, and a court may set different requirements for the same document. Confirm the checklist in writing with the receiving institution before you start — and we will quote the cost and timeline within 15 minutes.
