Legalizing a diploma for a job in the UAE: how it really works

Situation

The client landed a job offer in the United Arab Emirates. The employer asked for a legalized diploma — and the key discovery followed: the familiar apostille does not work for the UAE, which is not a Hague Convention member. Consular legalization was required, and the UAE embassy in Kyiv does not accept documents directly.

Task

Take the diploma through the full consular legalization chain without the client ever standing in a queue — and explain clearly which step would happen in the Emirates.

How we did it

1. Translation and notarization. The diploma was translated into English and the translation notarized.
2. A power of attorney for our representative. One notary visit from the client — after that, our representative handled every Ukrainian authority on his behalf.
3. Ministry of Justice. The document passed certification at the Ministry of Justice. A time-saving detail: submissions there are accepted only on set weekdays, so we plan the document’s route around it.
4. Ministry of Foreign Affairs. The next certification stage; the timeline depends on the chosen processing speed.
5. The final step — in the UAE. Since the embassy in Kyiv doesn’t complete legalization, the last certification happens in the Emirates. We briefed the client in advance, so it took him a single visit there.

Result

The client flew out with a fully prepared package: translation, notarization, Ministry of Justice and MFA all completed in Ukraine. The employer accepted the diploma after the final on-site certification — nothing came back for rework.

Worth knowing

• For countries outside the Hague Convention (UAE, China, Egypt, and others), consular legalization always applies — a longer, multi-stage process.
• The order of operations is critical: translation and certifications must run in the right sequence, or a stage has to be repeated.
• Budget extra time: the Ukrainian part of the chain takes weeks, not days.
