Credential evaluation is the stage where Ukrainian applicants most often spend money on the wrong thing. Some order an apostille for a diploma WES never looks at. Some pay for a notarised translation when a literal one is what is wanted. Some ask a translator to “turn the Specialist into a Master” for extra points — and break their own case in the process.
Here is how a Ukrainian degree actually travels to a Canadian ECA report, as of September 2026.
What an ECA is, and who needs one
An ECA (Educational Credential Assessment) is a report stating what your foreign education is equivalent to in the Canadian system. It is issued by organisations designated by IRCC: WES, ICAS, CES (at the University of Toronto), IQAS and ICES, plus specific professional bodies for some regulated health occupations. Always confirm the current list on canada.ca, because it changes.
You need one in at least two situations: as a mandatory requirement for the Federal Skilled Worker programme, and to claim any CRS points at all for education obtained outside Canada. The hard deadline: the report must be no more than five years old on the date IRCC receives your profile and application.
Do not confuse an ECA with the right to practise. The evaluation says “this degree is comparable to a Canadian bachelor’s”. Licensing a physician, a nurse, a teacher or an engineer is done by a provincial regulator, in a separate process with its own requirements.
The Ukrainian route runs through ENIC Ukraine
What makes the Ukrainian case different from, say, the Indian or Filipino one is that the documents are sent to the evaluator neither by the university nor by the applicant, but by the state enterprise Information and Image Centre (ENIC Ukraine) — the authorised body under the Ministry of Education and Science that acts as the national information centre for academic mobility. It verifies the degree and the transcript supplement and assembles the package for WES.
Three practical consequences follow:
- An apostille is not part of this route. Authenticity is established by verification, not by a legalisation stamp. You may well need an apostille for other countries and procedures — just not for WES.
- You cannot send the documents yourself. ICAS states it outright: documents submitted by the applicant or a third party are not official, sealed envelope or not. WES operates on the same logic.
- The order of operations is fixed: translation in Ukraine, then verification, then evaluation. A translation produced after verification usually has to be redone.
What is happening to that route in 2026
As of September 2026, WES carries a notice on its Important WES Notices page stating that it is unable to verify academic documents with ENIC Ukraine, with no stated end date. This is not a footnote: if the standard channel is closed, ordering a “WES package” blind means paying and waiting for nothing.
What to do instead:
- Check the WES notices page on the day you order. The situation is dynamic and the status can change in either direction.
- Consider the other IRCC-designated evaluators. ICAS, CES, IQAS and ICES each have their own requirements for Ukrainian documents and their own verification channels; for Express Entry, a report from any of them counts equally.
- Check whether the WES Gateway Program fits you. It is a separate programme for people displaced by circumstances in their country of education who cannot obtain official documents from the institution. Ukraine is included, but the conditions are real: the applicant must be living in Canada or the U.S. and must enter the programme through a WES referral partner. A Gateway report is described as suitable for education, licensure and employment — whether IRCC will accept it specifically as an ECA is a question to put to WES before you file, because those are different uses of the document.
What the translation has to look like
WES and the other evaluators ask for a word-for-word translation — not adapted, not “Canadianised”. Two documents are translated: the degree certificate and the transcript supplement. The supplement matters more than the diploma, because it is what shows the evaluator the list of subjects, the hours or credits, the marks and the grading scale.

The commonest and costliest mistake is “upgrading” the degree in the translation. Comparing education systems is the whole point of the evaluation; substituting terms adds no points and creates a discrepancy the evaluator spots immediately.
The second commonest is the surname. If the diploma carries a maiden name and the passport a married one, add a translated marriage or name-change certificate to the package. The general logic of such mismatches is covered in our guide to name mismatches across documents.
When the documents are hard to obtain
Three situations in which the standard route stalls, all worth resolving before you pay for an evaluation.
The university relocated. Institutions displaced from Donetsk, Luhansk, Mariupol, Kherson or Melitopol operate at new addresses and issue certificates and duplicates from there. Verification is possible — it simply starts with the institution at its current location rather than the historical address printed on the diploma.
The qualification was obtained on temporarily occupied territory. ENIC Ukraine maintains a separate track for these cases, with its own procedure that differs from ordinary verification. There is no one-size answer here, so start from the centre’s website and confirm your specific case before ordering a translation.
The documents no longer physically exist. The diploma burned, stayed behind under occupation, or was lost in a move. The issuing institution can produce a duplicate, and that is almost always faster than the alternatives. ECA, ICAP, and which one immigration needs
WES offers several report formats and the names confuse people. IRCC needs the ECA for immigration. ICAP (the International Credential Advantage Package) is a broader product: a course-by-course analysis plus storage of your verified documents at WES, so that copies of the report can later be sent to universities or professional bodies without collecting paperwork again. ICAP is not required for a PR application; it earns its extra cost only if you already know the report will go to several recipients.
Translation for the ECA and translation for IRCC are different jobs
The degree and its supplement go through the evaluator. The rest of the package — civil certificates, the police certificate, proof of work experience — goes straight to IRCC, where different rules apply: a translation by a certified translator or a translation accompanied by an affidavit, and a firm ban on translations by the applicant or their relatives. A checklist before you order
Six things worth clearing before any money changes hands:
- Confirm on canada.ca that your chosen organisation is still on the IRCC-designated list.
- Open the evaluator’s notices page and check that it is currently verifying Ukrainian documents.
- Match the surname on the diploma to your international passport; if it has changed, prepare the supporting certificate.
- Check that the transcript supplement is complete: every page, the grading scale, the hours or credits.
- Order a literal translation of the degree and the supplement — not “adapted”, not “improved”.
- If your profession is regulated, find out the provincial regulator’s requirements in parallel: an ECA does not replace them.

Does my diploma need an apostille for WES?
No. WES does not look at an apostille — it verifies authenticity through the authorised body in the country of issue, which for Ukraine is the state enterprise Information and Image Centre (ENIC Ukraine) under the Ministry of Education and Science. An apostille on a degree matters in other scenarios: recognition in a European country, a regulated profession, a university application. Before paying for one because of Canada, check what your chosen evaluator actually requires.
Can I send my diploma to WES myself?
Not for Ukrainian documents. The route assumes that ENIC Ukraine verifies the degree and the transcript supplement and forwards them to the evaluator directly. ICAS puts it even more bluntly: documents submitted by the applicant or by a third party are not considered official and are refused even inside a sealed institutional envelope. So the sequence is fixed: translation in Ukraine, then verification, then evaluation.
How should the Ukrainian "Specialist" degree be translated?
Literally — "Specialist degree", keeping the original term. The translator does not convert a Ukrainian qualification into a Canadian one: working out what your degree equals in Canadian terms is precisely the evaluation you are paying for. A translation in which "Specialist" has quietly become "Master" creates a mismatch between the document and its translation, and that invites a query from WES.
How long does an evaluation take and what does it cost?
WES publishes its fees and timelines on its own site and revises them periodically, so rely on wes.org rather than figures quoted on forums. The general shape is this: on top of the evaluation itself you add the time for translation in Ukraine and for verification by ENIC Ukraine, and those two stages usually drive the total. Plan in months, not weeks.
Does an ECA report expire?
Yes. The report must be no more than five years old on the date IRCC receives your Express Entry profile and your application for permanent residence. If you had an evaluation done "just in case" some years ago, check the date before filing — an expired ECA has to be ordered again.
