Cyprus is one of the few destinations where a couple from Ukraine can register a marriage quickly, in English, and without living on the island. That is why it draws both people planning a ceremony by the sea and people who need the marriage itself for visa or family matters.

The hard part is not the ceremony. The hard part is a document Ukraine does not issue: the Cypriot registrar has to be satisfied that neither party is already married, and the classic Ukrainian “certificate of marital status” was abolished back in 2007. Here is what is submitted instead, in what order, and where the file usually falls apart.

Two different scenarios, two different files

Answer one question before you order anything: are you flying to Cyprus to marry, or do you already live there?

  • Flying in. The notice of marriage is filed in person at the municipality of your choice, with both parties present. The municipality takes your Ukrainian documents and decides for itself whether they are sufficient.
  • Resident on the island for more than three months. Then a Cypriot document joins the file: the Non-Impediment Certificate from the Civil Registry and Migration Department of the Ministry of Interior. Both parties apply in person, and the certificate is valid only for a limited period — around two months from the date of issue.

This fork drives the whole schedule. In the second scenario two clocks — the Cypriot certificate and your Ukrainian paperwork — have to overlap, and that cannot be arranged blindly.

What the municipality receives

Divorce certificate / court decision with the legal-force notecivil registry or courtyes, Ministry of Justice of UkraineEnglish

Two rules that municipalities state equally firmly: originals or properly certified copies, never plain photocopies; and everything in English or Greek. The apostille goes on the original in Ukraine before translation — otherwise the stamp stays untranslated and the translation has to be redone. We describe that chain on our legalisation and apostille page.

The trap nobody writes about: the Cypriot affidavit names your intended spouse

This is the most common reason a Ukrainian document fails in Cyprus.

If the Marriage Officer doubts the proof of marital status submitted — or if there is none — the applicant is sent to swear a declaration before the Registrar of a District Court. In Cypriot practice that affidavit has two mandatory elements: a clearly stated marital status (single, divorced, widowed) and the name of the person the applicant intends to marry. It is short-lived, valid for about a month.

The Ukrainian notarial document looks nothing like that. A standard statement of marital status simply records that the person is not married; it names no future spouse at all. Formally these are different documents, and this is exactly where couples lose a day queueing at the district court in Paphos or Larnaca.

The practical fix: ask your notary in Ukraine to write your fiancé’s or fiancée’s name and details into the statement, spelled exactly as in their passport. Nothing in the Ukrainian form forbids it, it costs nothing extra, and the file then looks familiar to a Cypriot registrar. One related detail: the spelling of your own surname in the translation must match your travel passport letter for letter, because the registrar holds that passport next to the translation.

Notarial statement or civil-registry extract

In place of the abolished certificate, Ukraine issues two different documents, and they are not interchangeable:

  • a notarised statement of marital status — you assert the fact yourself and the notary certifies your signature; issued the same day, but in person only;
  • an extract from the State Register of Civil Status Acts — here the state confirms the fact; it takes longer, but a representative can collect it under a power of attorney, which saves people already abroad.

Cypriot municipalities mostly work with the first option: an affidavit is familiar to them. If the registrar wants state confirmation, though, you will need the extract. The full comparison — differences, timelines, apostille for both — is in our article on proof of marital status for a marriage abroad.

What the Ukrainian Embassy in Cyprus does

The embassy maintains a dedicated section on marriage applications, and it is not a formality. On the basis of a Ukrainian non-marriage document, the consular section issues its own certificate of no impediment to marriage, which is submitted together with the underlying document. For people already on the island this is often a shorter route than shipping originals across half of Europe.

Consular fees and the list of supporting papers change, so confirm both directly with the embassy — we deliberately avoid quoting figures here that may go stale.

Timing and fees

Under the standard procedure, at least 15 days pass after the notice of marriage is filed; only then can the municipality register the marriage. For couples who cannot wait there is a special procedure: a higher fee, and a ceremony after roughly three days.

Fees are set by the municipality. Cypriot municipalities put the standard procedure at around €128 and the special one at around €282 per couple. Treat that as a guide rather than a tariff and check the figure where you actually register.

Build the schedule backwards from the ceremony date: first the validity of the Cypriot documents (the certificate around two months, the court affidavit around one), then the 15-day wait, and only then the issuing and apostilling of the Ukrainian documents. A file assembled six months before the wedding usually has to be redone.

After the wedding: the Cypriot certificate back in Ukraine

The ceremony is not the end of the paperwork — you need the certificate at home.

  1. Apostille in Cyprus. The Cypriot marriage certificate is apostilled by the Ministry of Justice and Public Order of the Republic of Cyprus. Do it before you leave; arranging it remotely is slower and more complicated.
  2. Notarised Ukrainian translation — done in Ukraine, covering the apostille and every official annotation on the document.
  3. No “re-registration” at the civil registry. A marriage concluded under Cypriot law is valid in Ukraine under Article 58 of the Law on Private International Law. Nobody will issue a Ukrainian certificate in place of the Cypriot one — one fact has one registry record. How Ukrainian institutions handle this is covered in our article on foreign birth and marriage certificates in Ukraine.
  4. Change of surname. If you take your spouse’s surname, that translated and certified certificate is the basis for updating your passport documents.

The wider picture of working with Cypriot institutions — powers of attorney, banks, corporate matters — is on our documents for Cyprus page.

Five common mistakes

  1. Ordering the apostille before the municipality names the list. Municipalities differ; a written list costs one email, an apostille costs money and weeks.
  2. Translating before apostilling. The stamp stays untranslated and the translation is done twice.
  3. Bringing plain photocopies. Originals or properly certified copies only.
  4. Assembling the file too early. Cypriot documents live for weeks, not seasons, and an expired certificate stops everything.
  5. Ignoring a surname mismatch. If the birth certificate and the travel passport spell the surname differently, you need a document explaining the chain — otherwise the registrar stops at the cross-check. See our article on name mismatches across documents.

What we do

We handle the translation side of the file: birth certificate, statement of marital status or civil-registry extract, divorce certificate or court decision — into English, together with the apostille and every stamp on the document. English translation costs from UAH 300 per page, Greek from UAH 550, and notarial certification UAH 400 per document. Standard turnaround is 1–2 working days. After the wedding we run the other direction: the Cypriot marriage certificate into Ukrainian with notarial certification.

The most useful thing you can do before ordering is to ask the municipality for its written list of documents and send it to us with your scans. We will tell you what has to be produced in Ukraine, what is translated here, and what will have to be done on the island. A quote takes 15 minutes; personal-document preparation is on our document translation page, and if the file includes a divorce certificate, see divorce certificate translation.

Frequently asked questions

What documents does a Ukrainian citizen need to marry in Cyprus?

The core set is a travel passport, a birth certificate, and a document proving marital status. Ukrainian documents are submitted with an apostille from the Ministry of Justice of Ukraine and an English translation. If there was a previous marriage, the file also needs a divorce certificate, a court decision bearing the note that it has entered into legal force, or a death certificate. The exact list is set by the individual municipality, so ask that municipality for it in writing before you pay for any apostille.

How long does it take from the notice of marriage to the ceremony?

Under the standard procedure at least 15 days pass between filing the notice of marriage and the wedding itself. Couples who cannot wait can use the special procedure, which carries a higher fee and allows the ceremony after roughly three days. Fees are set by each municipality and differ across the island, so confirm the amount where you are registering.

Do we need a certificate from the Cyprus Ministry of Interior?

Not everyone does. The Non-Impediment Certificate issued by the Civil Registry and Migration Department is asked of foreigners who have lived in Cyprus for more than three months. Both parties apply in person, and the certificate is valid for a limited window — around two months from issue — so ordering it early "just in case" does not work. Couples who fly in for the ceremony normally only file documents with the municipality.

Should documents be translated into English or Greek?

English is enough in the overwhelming majority of cases: it is in official use in Cyprus and it is the language municipalities use when handling foreign couples. Greek is requested less often and usually for specific procedures. A more important rule than language: submit originals or properly certified copies rather than plain photocopies, and have the translation bound to the document together with its apostille.

Does a Cypriot marriage have to be registered in Ukraine?

There is no separate recognition procedure. A marriage concluded under Cypriot law is valid in Ukraine under Article 58 of the Law on Private International Law, provided none of the grounds for invalidity in the Family Code apply. The Ukrainian civil registry will not issue a Ukrainian certificate in place of the Cypriot one — one fact has one registry record. To use the document in Ukraine (a bank, a passport, an inheritance case), have it apostilled in Cyprus and notarially translated into Ukrainian.
