The short answer: to have a Ukrainian diploma recognized in Germany, you will in most cases need three steps — an apostille from the Ministry of Education and Science of Ukraine, a certified German translation, and, depending on your goal, either a check of your university in the anabin database or a ZAB evaluation. Below is a detailed guide as of 2026: which authority issues the apostille, what order to do things in, which translations German institutions accept, and which mistakes most often cost people time and money.

Do you need an apostille on a diploma for Germany

Both Ukraine and Germany are parties to the 1961 Hague Convention, so consular legalization of education documents is not required: the apostille replaces it. That said, the apostille itself is not required everywhere — it all depends on where exactly you are submitting your documents:

  • ZAB (Zentralstelle für ausländisches Bildungswesen) — for a Statement of Comparability evaluation, an apostille is usually not needed; scans of your documents are sufficient (this is stated directly in the official ZAB guidance).
  • Universities and Studienkolleg — requirements vary: some accept certified copies with a sworn translation, others ask for an apostille. Always check the document list of the specific university or the uni-assist service.
  • Employers and regulated professions (doctors, pharmacists, teachers, engineers) — qualification recognition goes through the competent authority of the federal state, and these authorities request an apostille most often.
  • Foreigners authorities (Ausländerbehörden) — for the EU Blue Card and other permits, the document package depends on the specific office.

The rule is simple: first confirm in writing what the receiving institution requires, and only then order the apostille and translation. That way you will not pay for unnecessary procedures or have to redo the translation.

Who issues apostilles in Ukraine: three authorities

As of 2026, three government bodies issue apostilles in Ukraine, and each is responsible for “its own” documents:

For a diploma and its supplement, only the Ministry of Education applies. Note that an updated apostille procedure has been in force since 1 February 2026 (Ministry of Justice order No. 3177/5 of 20 November 2025). Apostilles are gradually moving to a QR-code format, and the authenticity of any apostille can be verified online in the electronic register — convenient for the German side, which no longer needs to send verification requests by post. Step-by-step guide

Step 1. Check your university in the anabin database

anabin is the official database of the Standing Conference of the Ministers of Education of the German states (KMK), which German institutions use to verify foreign universities and degrees. An institution can have the status H+ (recognized), H+/- (assessed case by case), or H- (not recognized). If your university has H+ status and your type of degree is listed in the database, that is often enough for employment in a non-regulated profession. If your university is not in the database, has H+/- status, or your employer asks for an official document, you will need a ZAB evaluation (step 4).

Step 2. Obtain the apostille from the Ministry of Education

Document requirements: it must be a state-recognized document, issued in territory controlled by Ukraine, with the signature of the head of the educational institution and its seal. One important detail: the diploma and its supplement are two separate documents, and each is apostilled separately.

Approximate timelines: for new-style diplomas and school certificates — up to 10 business days; for transcripts, dissertations, and old-style documents that require additional verification — from 20 business days. Fees and procedural details change periodically, so verify the exact figures on the official Ministry of Education website before applying — or simply ask us, we handle this procedure every week.

Step 3. Order a certified German translation

The document should be translated after the apostille is affixed — the apostille stamp must be translated too. There are two workable options:

  1. Sworn translation (beglaubigte Übersetzung) — done by a translator sworn in at a court in Germany. This translation is accepted without reservation by all German institutions. It can be ordered remotely, including through our agency: we work with sworn translators of German.
  2. Notarized translation in Ukraine — the translation is done by a degreed translator, and a notary certifies the translatorʼs signature. Some German institutions accept it; sometimes they additionally ask for an apostille on the notarial certification of the translation (a so-called double apostille). This option is faster and cheaper, but its acceptability should be confirmed with the receiving institution in advance.

Step 4. If needed — a Zeugnisbewertung from ZAB

ZAB issues the Statement of Comparability (Zeugnisbewertung) — an official confirmation of which German degree your diploma corresponds to. As of 2026, the service costs 208 euros, standard processing takes about three months, and EU Blue Card applicants can use a fast-track procedure of about two weeks. For ZAB itself, an apostille is usually not needed; scans of the documents plus a certified translation are enough — Ukrainian is not among the languages ZAB accepts without translation. The rules may be updated, so check the current document list on the official ZAB website.

Step 5. Submit the documents to the receiving institution

A typical package looks like this: apostilled diploma + apostilled supplement + certified German translation + (if needed) the Zeugnisbewertung. For regulated professions, add an application for recognition of your qualification (Anerkennung) to the competent authority of the relevant federal state — for doctors this is, for example, the Approbation procedure.

Common mistakes

  1. Translating before the apostille. The most expensive mistake: a translation without the apostille stamp has to be ordered all over again.
  2. One apostille “for everything”. The diploma and the supplement are separate documents, and each is apostilled separately. German institutions almost always want to see the supplement with grades.
  3. Ignoring the specific institutionʼs requirements. Some accept scans, others demand a sworn translation and an apostille. One email with a question saves weeks.
  4. Confusing the Zeugnisbewertung with recognition of a regulated profession. A Statement of Comparability is enough for most office professions, but a doctor or teacher needs a separate recognition procedure with the state authority.
  5. Using a random translation provider. German institutions reject translations without proper certification — check who certifies your translation and how.

How much time to allow for the whole process

A realistic timeline as of 2026: the Ministry of Education apostille — up to two weeks for new-style documents; the translation — one to several days; the ZAB evaluation — up to three months (or about two weeks under the fast-track Blue Card procedure).
