Why do different authorities issue apostilles?
Powers are allocated by Cabinet of Ministers Resolution No. 61 of 18.01.2003 on a "who issued it, confirms it" principle: the Ministry of Education for education documents, the Ministry of Justice for civil-registry, court and notarial documents, and the Ministry of Foreign Affairs for police clearance, medical and most other state-issued certificates.
What about documents that cannot be apostilled?
Passports and identity documents are not apostilled — this follows directly from Hague Convention practice. For use abroad, a certified translation of such documents is usually sufficient; confirm the required format with the receiving institution.
How long does an apostille take?
It depends on the authority and the document: the standard procedure takes from a few working days, but an archive inquiry (for example, for diplomas absent from the register) makes it noticeably longer. Since 1 February 2026, notarial documents go through the Electronic Apostille Register with a decision within three working days.
Apostille before or after translation?
Almost always apostille first, then translation: the apostille stamp contains text that must be translated as well. Done the other way round, the stamp remains untranslated and the document may be rejected. Some destinations additionally require an apostille on the notarized translation itself — check the receiving institution's requirements.
